There is the further objection to
the scale fixed for the District Officer that granting the
principle that an Officer should not suffer pecuniary loss
on promotion, a Cadet on a Sterling Salary can hardly be
called upon to act in or to take up that appointment.
Prior to the creation of that Office the Cadet who perform-
-ed' the duties of Assistant Superintendent of Police and
Police Magistrate at Tai Po received as has been stated
above, in addition to his own pay an allowance of £180 per
annum, calculated in 1,200 three shillings units or in
pounds sterling according as he drew a dollar or a sterling
salary. The Cadet who held the appointment temporarily
during Mr. Hallifax's absence on leave being on a Sterling
Salary drew half of £350 and half of £420 with the allow-
-ance of £180, or at the rate of £565 per annum. He would
now draw this amount less the £180, or at the rate of £385
per annum, his free quarters at Tai Po being set off
against his house allowance of $540 in Hongkong, or if
permanently appointed he would draw at the rate of £420
per annum, an amount which is inadequate to compensate him
for the additional expenses incidental to the post at Tai
Po such as upkeep of quarters, coat of food and servants.
The Assistant Land Officer at Tai Po is in similar
circumstances
